Tuscaloosa- On Friday, November 13, 2009, the Tuscaloosa County Board of Education appointed Barbara Spencer, Ph.D as the new Deputy Superintendent. Dr. Spencer's position as the Assistant Superintendent of Personnel and three other positions at the Central Office were removed from the Organizational Chart on September 28, 2009. On October 26, 2009 the board approved the creation of three new positions - Deputy Superintendent, Senior Director of Human Resources, and Director of Operations and Construction. The new positions were created to help take on some of the duties and responsibilities of the positions that were actually eliminated on November 9. As Deputy Superintendent, Dr. Spencer will primarily have the duties previously assigned to the Assistant Superintendents of Personnel and Curriculum Instruction and Staff Development. In addition, Dr. Spencer will serve as Superintendent in the absence of Tuscaloosa County Board of Education Superintendent Dr. Frank Costanzo. She will also assume the day-to-day duties of the Superintendent as needed and assist in the selection of personnel. Dr. Spencer, a graduate of Stillman College, holds advanced degrees from The University of Alabama, and has many years of experience with the Tuscaloosa County School System as a classroom teacher, Assistant Principal, Principal, Director of Federal Programs, Director of Elementary Education, Assistant Superintendent, and now as the Deputy Superintendent. She cares deeply about the Tuscaloosa County School System and has dedicated her entire career to serving the students in this system. Dr. Spencer's knowledge, skills, and dedication will continue to be an asset to the school system as she takes on the role of Deputy Superintendent. Her promotion is effective immediately.
